POSITION SUMMARY
The Government Furnished Equipment and Information (GFE/GFI) Manager is an experienced professional who has demonstrated substantial acumen within a program management and material management role. The GFE/GFI Manager's responsibilities include tracking of GFE/GFI, and the receipt, storage and protection of GFE. He/she apply a disciplined approach to tracking of GFI and ensures that the company is reimbursed for changes using established industry best practices, and company policies, processes, and procedures.
The GFE/GFI Manager will prepare and maintain management control processes, and reporting for GFE and GFI. Items could include: tracking of GFI and GFE configuration and schedule, receipt and storage of GFE Production in yard need dates, Milestones, reporting and compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Position may involve regular interaction with all levels of FMM's operations/senior staff, and Navy customer.
  • Tracks Governmnet Furnished Equipment (GFE) configuration, schedule, and receipts.
  • Tracks and maintains Government Furnished Information (GFI).
  • Collects and develops CDRL documents and data for submission to the Navy.
  • Prepares miscellaneous associated reports, charts, and graphs on GFE/GFI status; makes presentations to management to keep them apprised.
  • Has excellent written and verbal skills to interface with all levels of the organization through the attendance of meetings and written memos.
  • Assists in preparation of a Manufacturing/Construction Plan that complies with GFE schedules.
  • Provides assistance to technical/operations staff, coordinating efforts with contracts/subcontracts, corporate accounting and human resource staffs to assess impact of contract change notices, engineering change proposals, etc.
  • Maintains/monitors management control requirements for GFE contract statement of work requirements.
    • Knowledge of Earned Value Management (EVMS) principles and practices (or equivalent Cost Schedule Statusing and reporting experience), along with the significance of the Integrated Master Schedule (IMS) as it relates to EVMS.
      • Monitors performance to Contracts, oversees contract compliance, and support negotiations with the customer on contract change proposals.
      • May conduct risk analysis/evaluation; determine risk areas to cost or schedule, supports the development and maintenance of the risk/management plan.
      • Must abide by and enforce all organizational policies and procedures.SKILLS:
        • Works well individually, or as a team, within a functional matrix organization.
        • Must have the ability to be a strong negotiator, and be conversant with DAR and FAR and Contracts.
        • Must have working knowledge of Work Breakdown Structure (WBS)
        • Must have strong customer service and negotiation skills.

        • Must have cost, schedule and program management skills.
        • Must have an understanding of risk/opportunity management.

        • Must have strong Microsoft Office Suites computer skills, specifically MS Project, MS Excel and MS Access.
        • Must have experienced with an ERP System.

              While performing the duties of this job, the employee's workspace is in a clean and comfortable climate-controlled setting with little to no exposure to the moving equipment, elements, extreme conditions, or risk of injury. The noise level in the work environment is usually quiet. When entering the shipyard, the work environment is not climate-controlled and there is exposure to moving equipment, etc.

              Requirements
              QUALIFICATIONS
              To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.               EDUCATION AND EXPERIENCE:
              • Associates degree (or equivalent years of relevant education) and 6-8 years of experience, or a Bachelors degree and 4-6 years of experience, or a Masters degree and 2-4 years of experience. Degree requirements are to be satisfied with a degree from an accredited college or university. Experience requirements can be met by work done in the following fields: project management, administration, management control, accounting, contract/subcontract or other analytical role. Major Defense Industry experience a plus.
